Plant is located in Luntai, XinJiang province (2 hours by car from Korla). Several buildings in a large area which include pipe yard.
Company is totally private, and have 11 owners, all working in the company.
Total number of people is 89 in Luntai.
Machining equipment for pipes:
No CNC lathe at present. Remark: 2 CNC lathes will arrive in January 2006 (Shenyang- 13 3/8” CNC Fanuc) but for the new plant in Korla..
3 manual lathes available (Shenyang), all less than 3 years old, in good shape). Hollow spindle maxi: 350 mm (13 3/8”).

Nice facility seen in the workshop own by Antonoil through their 100 % affiliate "XinJiang Tongao Oilfield Technology", located in the city of Luntai, 2 hours drive west of Korla, Xinjian. Plant is very clean, well ordered. They have 3 main activities: Drill pipe repair, tubing repair, internal coating. They will shortly have another activity: casing repair, and for that will build in Korla a new workshop that will be equipped with 2 new CNC machines. This new shop should open in February 2006. They have good relationship with all oil company in the area: Petro China and Sinopec. They have a contract for 6 years for casing surface 20" and 18 5/8" with Tarim for 6 years.

Many equipment are missing: no CNC machine, no phosphating, no profile projector, no Gauge Maker equipment, no torque-turn at make up-machine: huge work shall be done.
Conclusion: Qualify the plant in Luntai will require a lot of investment, including a new CNC lathe. They will wait our decision for the licence before to invest in Luntai. I have suggested to consider the qualification of the new plant in Korla that should be operational at beginning of 2006, and which be equipped with CNC lathes. In that case, investment will be not so heavy . They will investigate this possibility.

To evaluate the ability of Antonoil, Luntai, to become a VAM licensee. Reference documents : Pre-licence appraisal
Conclusion : This visit has been done in order to make a tour of the plant of Antonoil-Tongao in Luntai, which has been found very clean, ordered and managed by a professional team. About the possibility to produce VAM in Luntai, several equipment are missing, specially a CNC lathe, but several other equipment which are listed in annex. As discussed during the visit, as Antonoil is setting a new plant in Korla, which will be equipped with CNC machine, and which should be operational at beginning of 2006, the possibility to produce VAM in this new plant may be preferably considered.
